NOAA Marine Operations Center – Pacific Facility

DAY CPM was proud to serve the Port of Newport as its Owner Representative and Program Manager for the National Oceanic and Atmospheric Administration’s Marine Operations Center – Pacific Facility (NOAA MOC-P). This new center in Newport serves as the homeport for NOAA’s research and survey ships. The facility provides administrative, engineering, maintenance, and logistical support for NOAA’s Pacific fleet.

DAY CPM oversight included managing budgets and schedule, coordinating the architect and engineer team, selecting the contractor, and coordinating among the local, state, and national agency staff involved in construction and management of the new facility. The Port of Newport relied on DAY CPM to help it meet NOAA leasing requirements as well as navigate through the various land and water permit requirements of multiple agencies. Ultimately, the 5.5 acre facility was completed a week ahead of schedule and under-budget in excess of $1 million!

During construction, significant efforts were made to minimize disturbances to aquatic habitat. An adjacent jetting/vibratory pile system was installed to minimize acoustic disturbance while the piles were installed. Similarly, the design and construction installed a precast superstructure that uses glass beads in an epoxy coating below the deck to brighten shallow-water salmon habitat.

The completed Operations Center includes a two-story office building, a guard station, a hazardous materials storage building, and a warehouse for boat sheds, maintenance, and shops for the public. A 1300 foot-long wharf accommodates up to six NOAA ocean-going research ships. There is also a public dock for smaller boats. The complex received both LEED® Silver and EnergyStar® certifications.

The Port of Newport and NOAA have won several awards for this facility. In 2011, it garnered Project of the Year from the Oregon Economic Development Association. In 2012, the American Council of Engineering Companies (ACEC) named its Grand Award under Special Projects to the Port of Newport and NOAA.
